5 Cited for Buying Booze for a Minor

Novato Police Department keeps cracking down to cut youth access to alcohol.

Five people were issued citations Saturday night for buying alcohol for an underage decoy in front of various Novato stores, part of the 's efforts to reduce youth access to alcohol.

Sgt. Jennifer Welch said officers from the Decoy Shoulder Tap Program witnessed five adults — five from Novato and one from Union City — furnishing alcoholic beverages to a minor who was working in conjunction with the police. Citations were issued for committing a misdemeanor.

The people detained and cited between 6 and 11:30 p.m. were: Paris Dawn Kennedy, 50; Cher Bishop, 60; Elias Garcia, 27; Jacob Werblin, 30; and George Diaz Dayzie, 52. All were released, but Welch said the cases would be forwarded to the Marin County District Attorney's office.

In a "shoulder tap," an underage decoy asks people to go into an off-sale establishment and buy alcoholic beverages for them. The ongoing enforcement operation is supported by the state department of Alcohol Beverage Control.
