1. Presentation on Marin County Display in State Capitol Building

Lining the halls of the California Capitol are 58 glass display cases, inside of which each of the state's counties can provide a display touting their particular county. Marin’s current display was designed 15 years ago, so the Board will hear a presentation on a possible redesign of the contents of the case. The proposed display will show famous landmarks and vibrant images of the County.

2. Repayment of Housing Loans

In 2003 and 2004 the Board accepted two loans through the California Housing Finance Agency’s HELP (Housing Enabled by Local Partnership) program in order to establish a revolving loan fund to develop and preserve affordable housing throughout Marin. In order to take advantage of low interest discounts, the Board will consider authorizing the repayment of $1.7 million in outstanding loans.

4. Commendation for Congresswoman Woolsey

In recognition for her 20 years of service in the US House of Representatives, at 10:30 a.m. the Board will be adopting a resolution of commendation for Congresswoman Lynn Woolsey. A reception in the Board Chambers lobby area that is open to the public will follow shortly afterward.

5. Countywide Plan Amendment

On Sept. 11, 2012, the Board approved an amendment to the 2007 Countywide Plan that included minor grammatical changes, updates to flooding and land use maps, new language to further explain the role of community plans, and other minor changes. On Oct. 2, the Board considered technical changes to three policies related to affordable housing. Per their request at that meeting, staff is returning with language to clarify that increased densities for affordable housing may be considered, on a case-by-case basis, without encouraging higher development in environmentally constrained areas. Staff recommends that the public hearing on the proposed amendment to continue on Tuesday, Nov. 13 at 1:30 pm due to schedule conflict.

6. Camp Tamarancho Cell Tower Appeal

Should the Board authorize the construction of a new telecommunication facility at Camp Tamarancho? On September 10th, the Planning Commission unanimously approved the proposed project, a decision that was subsequently appealed to the Board of Supervisors. The Board will now decide whether to authorize the installation of the proposed 50-foot tall monopine tower that would be located at the Tamarancho Boy Scout camp at 1000 Iron Springs Road, near the town of Fairfax.

7. Resolution Commending Novato Fire Chief Mark Revere

At the request of Supervisor Arnold, the Board adopted a resolution commending Novato Fire Chief Mark Revere on the occasion of his receiving the Fire Chief of the Year Award from the Center for Public Safety Excellence.

8. Implementation of Voluntary Separation Incentive Program

In 2009, the Board authorized a Voluntary Separation Program (VSIP) in order to incentivize voluntary staff attrition that would generate ongoing savings to the County. Based upon the success of four previous phases of this program, the Board authorized a new phase to help address budgetary shortfalls for the next fiscal year beginning in July 2013. Employees with at least 5 years of service who voluntarily leave the County would receive a $15,000 payment and employees with at least 10 years of service would receive a $25,000 payment.

9. Allocation of One-Time Funding Reserves and Set-Asides

On October 2nd, the Board held a workshop to discuss strategic one-time investments from existing County reserves and set-asides for various safety net, infrastructure and unfunded liabilities. Per their direction at that meeting, the Board authorized the allocation of approximately $2.8 million toward infrastructure needs and approximately $2 million towards various safety net needs.

10. Local Hazard Mitigation Plan

The Board adopted an update to the County’s Operational Area Local Hazard Mitigation Plan, which provides strategies to ensure the safety of lives, preservation of property, and protection of the environment during times of disaster. Per federal requirements, the plan must be updated every five years.

12. Honoring Employee of the Month

At 1:30pm, the Board honored Senior Secretary Giuliana Ferrer of the Probation Department with the Employee of the Month award. Her constant drive to improve in all areas, both personally and professionally, has led Giuliana to be highly respected by all staff in her Department.

13. Bay Creek Proposed Development Project

In the afternoon, the Board held a hearing on the merits of the Bay Creek (650 San Pedro Road) development project. The Board previously denied an application for a 12 lot subdivision at this site and the applicants returned with a revised proposal. After hearing a staff presentation and public testimony, the Board approved staff’s recommended alternative, consisting of 10 lots. As part of the project, the applicant will also be required to pay affordable housing in-lieu fees.

That's what the tobacco industry did to 60 Minutes, and the Isreli government did to the Goldberg Report. The United Nations couldn't put out the story of mass genocide of the Palestinian people, and we'll be kicked off the blog soon because we don't advertise.

Now we have to start defending our town all over again, while they are already in gear. Some of the opponants of AH can't get on anymore. Brent would not have allowed this to happen. Maybe that's why he left so suddenly, and unexpectedly.

Peter I am not sure which group you are referring to. I belong to Novato Community Alliance andRead More Novato Homeowners Association. Both are grassroots groups working with local government to ask much needed questions regarding Plan Bay Area. Your comments are reminiscent of a previous poster named Bud Lite who was engaged in heated exchanges. Since his name continued to evolve it was only his message that made him recognizable. No one can give you the world but NCA and NHA are both resources that can provide information and discussion of important local issues.

Since I use 5 computers to run myRead More business, I read Welte's respose to Tina's post, then I googled "Terroist", and in less time that it took me to get on Patch to comment, I learned how to make a thermo-nuclear device that would take out the entire town of Novato. Don't worry, I love this town and would never do such a thing, but our country was founded by an act of terroism that arose when the people couldn't get any say in the way they were being governed. (Goggle "Boston Tea Party"). We are our past, and our thoughts, opinions, and views have been erased. Don't make it easier to torch a town hall than to find out when the next meeting is. There are crazy people in this town, and not all of them are on the council. Not everyone has my pacifist, non violent but vocal temperment.
