    1. Resolution Commending Novato Fire Chief Mark Revere

    At the request of Supervisor Arnold, the Board will consider adopting a resolution commending Novato Fire Chief Mark Revere on the occasion of his receiving the Fire Chief of the Year Award from the Center for Public Safety Excellence.

    2. Implementation of Voluntary Separation Incentive Program

    In 2009, the Board authorized a Voluntary Separation Program (VSIP) in order to incentivize voluntary staff attrition that would generate ongoing savings to the County. Based upon the success of four previous phases of this program, the Board will consider a new phase to help address budgetary shortfalls for the next fiscal year beginning in July 2013. Employees with at least 5 years of service who voluntarily leave the County would receive a $15,000 payment and employees with at least 10 years of service would receive a $25,000 payment.

    3. Allocation of One-Time Funding Reserves and Set-Asides

    On October 2nd, the Board held a workshop to discuss strategic one-time investments from existing County reserves and set-asides for various safety net, infrastructure and unfunded liabilities. Per their direction at that meeting, staff is returning with a recommendation to allocate approximately $2.8 million toward infrastructure needs and approximately $2 million towards various safety net needs.

    4. Local Hazard Mitigation Plan

    The Board will consider adopting an update to the County’s Local Hazard Mitigation Plan, which provides strategies to ensure the safety of lives, preservation of property, and protection of the environment during times of disaster. Per federal requirements, the plan must be updated every five years.

    6. Honoring Employee of the Month

    At 1:30pm, the Board will honor Giuliana Ferrer of the Probation Department with the Employee of the Month award. Her constant drive to improve in all areas, both personally and professionally, has led Giuliana to be highly respected by all staff in her Department.

    7. Bay Creek Proposed Development Project

    In the afternoon, the Board will hold a hearing on the merits of the Bay Creek (650 San Pedro Road) development project. The Board previously denied an application for a 12 lot subdivision at this site and the applicants are now returning with a revised proposal.

Go to the Wilson Novato Square meeting about the redesign and new 24/7 hours wanted by the Shell owners at the Open Door Church at 7 pm tonight. 3. Go to the meeting about property and planning for Novato as part of the One Bay Area Design on May 30, 6:30 pm in San Rafael Corp Center. 4. Keep supporting the best schools and best governance practices by the council to maintain our rural, suburban vision. 5. Learn all you can about the complexities of politics, culture, environment, and the financial issues of local, state, and federal monies so that when values of property come up, you will be better informed. 6.
