Previews

1. Parks Funding Measure One Step Closer to November Ballot

On June 26th the Board heard results of a survey that tested voter support for a potential countywide sales tax increase which would fund parks, open space and agricultural land preservation. Staff returned to the Board on July 10th with a proposed expenditure plan outlining how funds could be allocated. The Board will now conduct its first reading of an ordinance that would impose a one-quarter cent tax, subject to voter authorization on the November ballot.

2. Agreement with Ag Institute Regarding County “Christmas Tree Lot” to be Considered

Following up on the July 10th workshop discussing various proposals around the Civic Center campus, the Board will consider adopting a memorandum of understanding with the Agricultural Institute of Marin and setting aside $1 Million towards the costs of potential improvements to the “Christmas tree lot” on the northwest end of the Civic Center campus.

3. Board to Consider $2 Million in Additional Appropriation Towards Civic Center Campus Improvements

Following up on the July 10th workshop discussing various proposals around the Civic Center campus, the Board will consider setting aside $2 Million towards the costs of various capital and infrastructure improvements, including accessibility upgrades, pedestrian and bicycle connections, and various other projects designed to improve the entire Civic Center Campus and surrounding areas.

4. Unspent Grants, Projects, and Year-end Balances to Roll Forward from Prior Fiscal Year

The Board will hear a request to roll forward a number of grants, projects, and other unspent funds from the last fiscal year budget into the current year budget that began on July 1st.

5. Changes to Immunization Fees to be Considered

Should the Board authorize a change in the fee that is charged for immunizations? Staff is recommending that the Board authorize revised fees to ensure they are consistent with Medi-Cal reimbursement rates. Federal law prohibits clinics from charging clients less than the amount paid by Medi-Cal for that service. The current fee to administer a vaccine to those with an ability to pay is $10, and staff proposes to increase that fee to $17.

6. Final Actions on Garbage Collection Rate Increases for Portions of Southern Marin to be Considered

Should the Board authorize a 4.8 percent rate increase for garbage collection in portions of southern Marin? The Board will hold a hearing to increase rates for unincorporated areas near Mill Valley and Tiburon known as Shoreline and Gibson, Paradise Cay, Paradise and Mar East. Disposal expenses, zero-waste fees, and employee benefit costs are the primary factors driving the requested increase. A 4.8 percent increase would bring the average cost of a 32-gallon garbage can to $39.82 per month, which is in line with the Bay Area average and equates to an average $1.83 per month in additional cost for residential customers.

7. Bolinas Lagoon Advisory Council to be Considered

The Board will consider adopting a resolution that would establish the Bolinas Lagoon Advisory Council (BLAC), which will replace the Bolinas Lagoon Technical Advisory Committee. The BLAC will advise Marin County Parks and the Board on matters related to implementation of the Bolinas Lagoon Ecosystem Restoration Project, and in so doing will act as liaison between lead government agencies, including the County, and the communities surrounding Bolinas Lagoon.

8. Hearing on Continuation of Rush Creek District to Take Place

On June 12th, the Board adopted a resolution declaring its intent to continue the maintenance and operation of the Rush Creek Landscaping and Lighting District in Novato. Per the requirements of state law, the Board will be conducting a public hearing to hear public testimony and determine whether it is appropriate to continue operation of the District.

What is the likelihood this measure will succeed given the recent discovery of $54 million dollars in state park resources hidden from the public?

Lets see now we have this tax, Governor Browns tax and a few others . They all tell you if not passed we will cut anything and everything from the public . When are you people going to wake up and say quit spending to these fools . Everybody has a hidden agenda and you people take the bait every election.

Given all of the fraud that has gone on over the last 10 years and high unemployment, it is a wonder that every competent accountant has not been hired. Oh yea, the accountants would find the fraud committed by their employers.
Taxpayers are going to die a death of a thousand cuts, 1/4 cent at a time. A sales tax, a property tax, a car license tax, etc.

Susan thank you for posting this. Chris Pareja is an articulate speaker whose message needs to beRead More acknowledged. While community activists claim Plan Bay Area is the answer Chris uses their own statistics to point out how little is accomplished and the real hypocrisy behind advocates claims that it will provide "equity". Chris attended the Plan Bay Area Debate at the Civic Center and spoke there as well. Kinsey completely ignored his comments and kept repeating the party line: Plan Bay Area is the only answer we have so it is "good enough." Anyone who hasn't yet should take the time to watch the debate as it is a real eye opener. Kinsey's responses are quite disconcerting if he is being touted as the local expert on Plan Bay Area. I was shocked by how little he seems to understand. http://www.youtube.com/watch?v=OOE7Hyd5B40&feature=youtu.be

Which is a fair assumption since my name and face are on it for now. Sorry for the confusion. In theRead More interim, I am more than happy to answer questions or address any concerns about the new design or our coverage of the community.

Jim What is the best way to reach you with questions and offers of help? If there is a way toRead More personalize each Patch to its community that would make a huge difference. Brent would post news articles as the primary focus. The comparison to a "penny saver" is the biggest problem with the new design. It does not favor news which is what many people are interested in. If San Rafael Patch is hosting the Plan Bay Area articles then doesn't it make sense to cross post them to Novato's front page too? Looking for news was never a problem with the old Patch, now finding the news in the middle of the garage sales, ads for businesses and announcements is where many people are stuck. It's unfortunate that Back Bay is the old design. It means corporate is throwing out what was the best of Patch. Is there anyone to write to, to suggest that the changes in format are not supportive of a online news source?
