1. National Childhood Obesity Month Declaration to be Considered

At the request of Supervisor Kinsey, the Board will consider adopting a resolution proclaiming September 2012 as National Childhood Obesity Month in order to recognize the growing public health challenges associated with childhood obesity. In Marin County, it is estimated that 1 in 3 children of low income families are obese.

2. Resolution Proclaiming Fall Prevention Awareness Day to be Considered

At the request of Supervisor Kinsey, the Board will consider adopting a resolution proclaiming September 22, 2012 as Fall Prevention Awareness Day. Falls are a significant cause of injury in all ages of the U.S. population, but a particular burden in those ages 65 years and older.

3. Resolution Proclaiming Substance Use Disorder Recovery Month to be Considered

At the request of Supervisor Adams, the Board will consider adopting a resolution proclaiming September 2012 as Substance Use Disorder Recovery Month. Substance Use Disorders are treatable chronic health conditions that affect millions of Americans and recovery is possible through a variety of treatment resources and recovery support services.

4. Canal Summer Youth Opportunities Collaborative to be Recognized

At the request of Supervisor Kinsey, the Board will consider adopting a resolution recognizing the Canal Summer Youth Opportunities Collaborative, which provides opportunities for young people living in the canal district of San Rafael.

5. Presentation on Tsunami Warning Signs to be Provided

The Board will hear a presentation from the County Office of Emergency Services about current efforts to install Tsunami warning signs throughout coastal and bay-fronting communities in Marin County that are potentially at risk for tsunamis. The State has worked extensively via the California Tsunami Program to provide training, brochures, and support materials to those communities that want to have signage.

6. County Participation in Earthquake Drill to be Considered

In order to help prepare the County for the next major earthquake, the Board will consider adopting a resolution and plan for participating in the Great Shake Out drill that is scheduled to take place on October 18th. As the largest earthquake drill ever held, the drill is being organized in order to ensure residents and public service providers throughout the state are sufficiently prepared for the next major earthquake.

7. Housing Analysis Contract Extension to be Considered

In order to assist the County in its efforts to ensure more housing opportunities for residents, the Board will hear a request to authorize an additional $25,000 for the contract with the Walkeryee Group. This contractor is providing assistance to county staff in implementing a number of items contained in the Marin County Analysis of Impediments to Fair Housing Choice.

8. Final Actions on Ordinance Regulating Body Art Establishments

In order to address the public health risks posed by tattoo, piercing, and permanent cosmetics, on August 21st, the Board conducted a first reading of an ordinance that would allow County Environmental Health Services to regulate establishments providing these services. The Board will now conduct a hearing on the merits of the proposal.

If signed into law by the Governor, the package will roll back benefits for future hires while increasing what those workers and current employees contribute to their retirements in coming years.

12. Responses to Grand Jury Reports Adopted

The Marin County Civil Grand Jury recently published two reports entitled:

  • "Advantages of Creating an Office of Independent Budget and Legislative Analysis" which recommended to the creation of a new County office that would provide independent advice on issues affecting the County, including the areas of finance, budget, and operations, among others.
  • "Death and Taxes: For the former there are not exemptions, but for the latter there are", which provided findings and recommendations related to the County’s tax bill and associated tax exemption information.

After making amendments to the report on the recommended office of budget and analysis, the Board adopted formal responses to each of these reports.

13. Sir Francis Drake Blvd Speed Limit Changes Adopted

Based upon state law, the County must periodically conduct engineering and traffic safety tests to determine prevailing speeds on its roads. Based upon data provided by County engineers, the Board adopted a staff recommendation that the speed limit be maintained on several stretches of Sir Francis Drake Blvd, and increased from 30 to 35 mph between Mountain View Ave and the Madrone Picnic Area.

14. Rate Increase for Community Mental Health Treatment Services Adopted

Based upon a recent study, County staff determined that the current rates charged for mental health treatment services do not cover the costs of providing those services. As a result, the Board authorized a staff recommendation for a 3% rate increase, although few clients would be asked to pay those rates.

15. Rate Change for Marin Mental Health Plan Adopted

Based upon a study of the County’s Mental Health and Substance Use Services indicates that the current rates paid to service providers for adult and children is below the bay area average. The Board authorized a revision to the rates charged in order to maintain an adequate provider network. While the change would result in an increase in the reimbursement rate to providers, it will not impact the costs to clients who receive services.

18. Employee of the Month and Team of the Quarter to be Honored

At 1:30pm, the Board honored Olga Lobato of the Assessor-Recorder’s Office with the Employee of the Month and the Odyssey Implementation Team with the Team of the Quarter Award.

19. Amendment to Countywide Plan Adopted

In the afternoon, the Board adopted a resolution approving an amendment to the 2007 Countywide Plan. Since the adoption of the plan in 2007, staff has identified additional technical corrections and clarifications as part of the ongoing maintenance of the plan. The amendment included minor grammatical changes, updates to flooding and land use maps, new language to further explain the role of community plans, and other minor changes to provide additional clarification.
