1. Update on State Pension Reform to be Provided
The Board will hear an update from the County Administrator’s Office on the statewide pension reform legislation that was recently adopted by the State Legislature. If signed into law by the Governor, the package will roll back benefits for future hires while increasing what those workers and current employees contribute to their retirements in coming years.

2. Responses to Grand Jury Reports to be Considered
The Marin County Civil Grand Jury recently published two reports entitled:
- "Advantages of Creating an Office of Independent Budget and Legislative Analysis" which recommended to the creation of a new County office that would provide independent advice on issues affecting the County, including the areas of finance, budget, and operations, among others.
- "Death and Taxes: For the former there are not exemptions, but for the latter there are", which provided findings and recommendations related to the County’s tax bill and associated tax exemption information.
Per the requirements of state law, the Board will be adopting formal responses to each of these reports.

3. Final Actions on Sir Francis Drake Blvd. Speed Limit Changes to be Considered
Based upon state law, the County must periodically conduct engineering and traffic safety tests to determine prevailing speeds on its roads. Based upon data provided by County engineers, the Board will take final actions on a staff recommendation that the speed limit be maintained on several stretches of Sir Francis Drake Blvd, and increased from 30 to 35 mph between Mountain View Ave and the Madrone Picnic Area.

4. Rate Increase for Community Mental Health Treatment Services to be Considered
Based upon a recent study, County staff determined that the current rates charged for mental health treatment services do not cover the costs of providing those services. As a result, staff is recommending a 3% rate increase, although few clients would be asked to pay those rates.

5. Rate Change for Marin Mental Health Plan to be Considered
Based upon a study of the County’s Mental Health and Substance Use Services indicates that the current rates paid to service providers for adult and children is below the bay area average. The Board will therefore consider a revision to the rates charged in order to maintain an adequate provider network. While the proposed change would result in an increase in the reimbursement rate to providers, it will not impact the costs to clients who receive services.

6. County Projects to be Budgeted
The Board will consider rolling forward existing budgeted appropriations from the prior fiscal year for previously approved projects valued below $250,000.

8. Employee of the Month and Team of the Quarter to be Honored
At 1:30pm, the Board will honor Olga Lobato of the Assessor-Recorder’s Office with the Employee of the Month and the Odyssey Implementation Team with the Team of the Quarter Award.

9. Amendment to Countywide Plan to be Considered
At 2pm, the Board will consider adoption of a resolution approving an amendment to the 2007 Countywide Plan. Since the adoption of the plan in 2007, staff has identified additional technical corrections and clarifications as part of the ongoing maintenance of the plan. The proposed amendment includes minor grammatical changes, updates to flooding and land use maps, new language to further explain the role of community plans, and other minor changes to provide additional clarification.
