"Saved by the Belt" awards given, Council to consider final fiscal plan

At Tuesday's City Council meeting:

  • The Novato Police Department (NPD) will be giving "Saved by the Belt" awards to local folks whose lives were saved by wearing seat belts
  • The City Council will consider Consent Calendar items including:
  • a grant submission to the CA Office of Traffic Safety to allow the NPD to continue education and enforcement of traffic laws to reduce & prevent collisions.
  • a $5k grant from the Novato  Blue Ribbon Coalition to the NPD for its Minors Access to Alcohol Prevention program.
  • Setting the City Council meeting agenda for June 2014-July 2015
  • The City Council will consider the following General Business items:
    • Acceptance of grant funding from the No. California Computer Crimes Taskforce and approval for an additional full-time officer for this program--with Measure F providing funding for 25% of this position.
    • Approval of the Fiscal Sustainability Plan and subsequent direction to staff on implementation
    • Continued discussion of the City's proposed participation in the Community-Based Transportation Plan effort led by the Transportation Authority of Marin

    Wasn't measure F supposed to be for road repair? I'm not against this change, but it seems to cross the line if the council can change it's mind after the tax has been approved.i if we let this go, then every new tax will be a bait and switch.

    Hi Craig/Hopkin I sit on the committee. Measure F was a general tax (if it was a specific tax it would require 2/3 yes for approval)-the language in the ballot focused on things like public safety..but did include those words "including, but not limited to..". The intent of getting fiscally sustainable is to essentially have stability between revenues and expenses on an ongoing basis...as our budgets are currently constructed, the City goes through boom/bust cycles, and the City only has limited ability to raise funds in other areas (no utility users tax, no franchise fees on waste haulers)...city revenues are almost entirely reliant on property taxes (the city gets about $.07 of every dollar, fire gets $.15, schools get about $.55, county gets about $.15, and I forget the rest) as well as sales taxes...Expenses for personnel amount to nearly 80% of total expenses.     Compared to Petaluma and San Rafael we have much less sales tax revenue. Many Novato citizens go to those cities to buy their big ticket items like appliances and cars. That is why Novato hired Chris Stewart....to get more businesses to move here.

    First, it's the law to buckle up. Second, teenagers will always try to get alcohol and have a good time. Third, the computer crimes task force idea should be approved by the voter(look out bloggers and trolls)? Along with the inferred cameras and license plate readers on the squad cars? Because any new equipment should be approved by the majority of the public witch it would be used on.

    Appreciate Bob Ratto's input. I remember he said once before that being on the Measure F committee gives him better perspective of how things work in Novato.

    Novato primarily relies on water from the Russian river and Stafford lake as a reserve. The smart thing to do is become self reliant on our water and build a watershed large enough to supply the town. Instead we throw millions on a facelift of grant. This place is very backwards in it's priorities.

    The NPD gets a grant to do their job??!! And 5k for alcohol prevention... Please explain to me how that is accomplished. That is the parents job to teach what not to do. But most kids want a hands on experience. The real problem are the pills... They will take vicoden or just grab whatever they can get. That is a lot more scary than booze. This is not the old days folks. Teach your kids about this stuff. And NPD is making up czars for money.
