It's free for the property owners, but then the renters will be asked to contribute for their gas to drive to the seminar and back. Which will be a lot since most of the owners don't live nearby and the property managers are too busy dividing their time between multiple properties to attend any seminar.

So what I'm hearing is that the Novato rental property owners can attend this free seminar so they can be trained on how to handle "offenders", but then will need to train a volunteer resident to maintain and enforce the rules...because most rental property owners don't reside at their rental properties. This crime prevention training opportunity session seems more like something that looks good on paper for the city of Novato, another thing they can check off their list for proper protocol towards more affordable housing.

So...no requirements for the owners of rental units to have security on the premises. And, they would want a volunteer to be trained to WHAT! I would, as a tenent be very wary of someone who has a small amount of training to be my protector. And the protector (using this word, because I do not know what this title would be) would have no authority, badge, credentials to do anything.

800 block Diablo currently has security patrolling at night. They are in uniform, so I assume they are paid & trained, but you'd have to ask them to be sure. I believe I have also seen security extending along the condos down Center from that 7-11.
