Novato City Manager Michael Frank has made available the full text of his 2012 State of the City address on the city's website.
A Marin Independent Journal article about his speech to the Novato Chamber of Commerce on Feb. 7 sparked controversy from some readers, particularly over a paraphrased quote from Frank stating:
He said debates have been inflamed with "rumors and misinformation" that spread over the Internet and contribute to a lack of trust in public officials.
